Outdoor Heritage Council, Restoration Evaluations
The statute that created the Lessard-Sams Outdoor Heritage Council, Minnesota Statutes Section 97A.056, Subd. 10, requires that, "At least one-tenth of one percent of forecasted receipts from the outdoor heritage fund must be used for restoration and enhancement evaluations..."
97A.056, Subd. 10 also requires the commissioner of natural resources and the Board of Water and Soil Resources to convene a technical evaluation panel comprised of:
1 technical representative from the Board of Water and Soil Resources
1 technical representative from the Department of Natural Resources
1 technical expert from the University of Minnesota or the Minnesota State Colleges and Universities
2 representatives with expertise in the project being evaluated
Optional - 1 technical representative from a unit of federal or local government
and allows the commissioner of natural resources to assign a coordinator to oversee the restoration and enhancement evaluations. This coordinator is responsible for presenting the findings of the panel to all appropriate parties.
